move TransferrerPool from assistant
This old code will now be useful for git-annex beyond the assistant.

git-annex won't use the CheckTransferrer part, and won't run transferkeys
as a batch process, and will want withTransferrer to not shut down
transferkeys processes. Still, the rest of this is a good fit for what I
need now.

Also removed some dead code, and simplified a little bit.

This was a pre-withCreateProcess attempt at doing the same thing, so can
just call boolSystem now that it uses withCreateProcess.

There's a slight behavior change, since it used to wait, after an async
exception, for the command to finish, before re-throwing the exception.
Now, it rethrows the exception right away. I don't think that impact any
of the users of this.

explict export lists
Eliminated some dead code. In other cases, exported a currently unused
function, since it was a logical part of the API.

Of course this improves the API documentation. It may also sometimes
let ghc optimize code better, since it can know a function is internal
to a module.

removed the old Android app
Running git-annex linux builds in termux seems to work well enough that the
only reason to keep the Android app would be to support Android 4-5, which
the old Android app supported, and which I don't know if the termux method
works on (although I see no reason why it would not).
According to [1], Android 4-5 remains on around 29% of devices, down from
51% one year ago.

This is a rather large commit, but mostly very straightfoward removal of
android ifdefs and patches and associated cruft.

Also, removed support for building with very old ghc < 8.0.1, and with
yesod < 1.4.3, and without concurrent-output, which were only being used
by the cross build.

Some documentation specific to the Android app (screenshots etc) needs
to be updated still.

7b50b3c057 fix some mixed space+tab indentation
This fixes all instances of " \t" in the code base. Most common case
seems to be after a "where" line; probably vim copied the two space layout
of that line.

Done as a background task while listening to episode 2 of the Type Theory
podcast.

1ffb3bb0ba add remote fsck interface
Currently only implemented for local git remotes. May try to add support
to git-annex-shell for ssh remotes later. Could concevably also be
supported by some special remote, although that seems unlikely.

Cronner user this when available, and when not falls back to
fsck --fast --from remote

git annex fsck --from does not itself use this interface.
To do so, I would need to pass --fast and all other options that influence
fsck on to the git annex fsck that it runs inside the remote. And that
seems like a lot of work for a result that would be no better than
cd remote; git annex fsck
This may need to be revisited if git-annex-shell gets support, since it
may be the case that the user cannot ssh to the server to run git-annex
fsck there, but can run git-annex-shell there.

6e309b63f8 assistant: On Linux, the expensive transfer scan is run niced.
This is a compromise. I would like to nice every thread except for the
webapp thread, but it's not practical to do so. That would need every
thread to run as a bound thread, which could add significant overhead.
And any forkIO would escape the nice level.
