Add flags to disable retraction warnings

Separate flags for hiding the retraction altogether and for hiding
citation warnings for it
New functions:
Zotero.Retractions.hideRetraction(item)
Zotero.Retractions.shouldShowCitationWarning(item)
Zotero.Retractions.disableCitationWarningsForItem(item)
