 Check the correct directory for native libraries with ASP.NET (#1483) 
* Added an MVC sample
* Check AppDomain.[RelativeSearchPath|BaseDirectory] for native dlls  
  This is used for runtimes that use app domains, such as IIS Express
* packages.config needs an actual nuget restore
