CraftBukkit removed their implementation that caused this issue, switching to Mojang's implementation which doesn't appear to share it. I already removed the important bit in the last upstream merge, this is just unused and unnecessary now. So we remove it.

Subject: [PATCH] Configurable Chunk Inhabited Timer

Vanilla stores how long a chunk has been active on a server, and dynamically scales some

|
aspects of vanilla gameplay to this factor.
|
|
|
|
For people who want all chunks to be treated equally, you can disable the timer.
|
