Switch to using ForgeFlower for Paper Only mc-dev imports
ForgeFlower is better than Spigots FernFlower at decompiling the source.

However, in order to maintain the CraftBukkit patches, we must keep
using spigots for the primary.

However, for any file that we import on top of Spigots imported files
there is nothing stopping us from using better decompiled files.

So these changes will use ForgeFlower to maintain a better set of
decomped files, so anything we add on top of Paper can start off
in a better spot.

Subject: [PATCH] Don't load Chunks from Hoppers and other things
Hoppers call this to I guess "get the primary side" of a double sided chest.
If the double sided chest crosses chunk lines, it causes the chunk to load.
This will end up causing sync chunk loads, which will unload with Chunk GC,
only to be reloaded again the next tick.
This of course is undesirable, so just return the loaded side as "primary"
and treat it as a single chest if the other sides are unloaded
