Allow enabling sand duping (#10191)

Because this exploit has been widely known for years and has not been fixed by Mojang, we decided that it was worth allowing people to toggle it on/off due to how easy it is to make it configurable.

It should be noted that this decision does not promise all future exploits will be configurable.

Subject: [PATCH] Entity load/save limit per chunk
Adds a config option to limit the number of entities saved and loaded
to a chunk. The default values of -1 disable the limit. Although
defaults are only included for certain entites, this allows setting
limits for any entity type.
