CI to automate build of cargo lockfiles on different Alpine releases for git-annex aports

This new approach allows filtering out checks from the default set that are not appropriate for a command, rather than having to list every check that is appropriate. It also reduces some boilerplate. Haskell does not define Eq for functions, so I had to go a long way around with each check having a unique id. Meh. |

git-annex allows managing files with git, without checking the file contents into git. While that may seem paradoxical, it is useful when dealing with files larger than git can currently easily handle, whether due to limitations in memory, checksumming time, or disk space.
