 Removed support for building with ghc older than 9.6.6 
ghc 9.6.6 is the version in current Debian stable. It is also the current
version used by Arch linux's git-annex package.

At this point, the only MIN_VERSION ifdefs left are for old versions of the
aws and git-lfs packages.
