implement URL to VURL migration
This needs the content to be present in order to hash it. But it's not
possible for a module used by Backend.URL to call inAnnex because that
would entail a dependency loop. So instead, rely on the fact that
Command.Migrate calls inAnnex before performing a migration.

But, Command.ExamineKey calls fastMigrate and the key may or may not
exist, and it's not wanting to actually perform a migration in any case.
To handle that, had to add an additional value to fastMigrate to
indicate whether the content is inAnnex.

Factored generateEquivilantKey out of Remote.Web.

Note that migrateFromURLToVURL hardcodes use of the SHA256E backend.
It would have been difficult not to, given all the dependency loop
issues. But --backend and annex.backend are used to tell git-annex
migrate to use VURL in any case, so there's no config knob that
the user could expect to configure that.

add equivilant key log for VURL keys
When downloading a VURL from the web, make sure that the equivilant key
log is populated.

Unfortunately, this does not hash the content while it's being
downloaded from the web. There is not an interface in Backend currently
for incrementally hash generation, only for incremental verification of an
existing hash. So this might add a noticiable delay, and it has to show
a "(checksum...") message. This could stand to be improved.

But, that separate hashing step only has to happen on the first download
of new content from the web. Once the hash is known, the VURL key can have
its hash verified incrementally while downloading except when the
content in the web has changed. (Doesn't happen yet because
verifyKeyContentIncrementally is not implemented yet for VURL keys.)

Note that the equivilant key log file is formatted as a presence log.
This adds a tiny bit of overhead (eg "1 ") per line over just listing the
urls. The reason I chose to use that format is it seems possible that
there will need to be a way to remove an equivilant key at some point in
the future. I don't know why that would be necessary, but it seemed wise
to allow for the possibility.

Downloads of VURL keys from other special remotes that claim urls,
like bittorrent for example, does not popilate the equivilant key log.
So for now, no checksum verification will be done for those.

let Remote.availability return Unavilable
This is groundwork for making special remotes like borg be skipped by
sync when on an offline drive.

Added AVAILABILITY UNAVAILABLE reponse and the UNAVAILABLERESPONSE extension
to the external special remote protocol. The extension is needed because
old git-annex, if it sees that response, will display a warning
message. (It does continue as if the remote is globally available, which
is acceptable, and the warning is only displayed at initremote due to
remote.name.annex-availability caching, but still it seemed best to make
this a protocol extension.)

The remote.name.annex-availability git config is no longer used any
more, and is documented as such. It was only used by external special
remotes to cache the availability, to avoid needing to start the
external process every time. Now that availability is queried as an
Annex action, the external is only started by sync (and the assistant),
when they actually check availability.

respect urlinclude/urlexclude of other web special remotes
When a web special remote does not have urlinclude/urlexclude
configured, make it respect the configuration of other web special
remotes and avoid using urls that match the config of another.

Note that the other web special remote does not have to be enabled.
That seems ok, it would have been extra work to check for only ones that
are enabled.

The implementation does mean that the web special remote re-parses
its own config once at startup, as well as re-parsing the configs of any
other web special remotes. This should be a very small slowdown
unless there are lots of web special remotes.

improve url download failure display
* When downloading urls fail, explain which urls failed for which
  reasons.
* web: Avoid displaying a warning when downloading one url failed
  but another url later succeeded.

Some other uses of downloadUrl use urls that are effectively internal use,
and should not all be displayed to the user on failure. Eg, Remote.Git
tries different urls where content could be located depending on how the
remote repo is set up. Exposing those urls to the user would lead to wild
goose chases. So had to parameterize it to control whether it displays urls
or not.

A side effect of this change is that when there are some youtube urls
and some regular urls, it will try regular urls first, even if the
youtube urls are listed first. This seems like an improvement if
anything, but in any case there's no defined order of urls that it's
supposed to use.

incremental verification for web special remote
Except when configuration makes curl be used. It did not seem worth
trying to tail the file when curl is downloading.

But when an interrupted download is resumed, it does not read the whole
existing file to hash it. Same reason discussed in
commit 7eb3742e4b76d1d7a487c2c53bf25cda4ee5df43; that could take a long
time with no progress being displayed. And also there's an open http
request, which needs to be consumed; taking a long time to hash the file
might cause it to time out.

Also in passing implemented it for git and external special remotes when
downloading from the web. Several others like S3 are within striking
distance now as well.

remove "checking remotename" message
This fixes fsck of a remote that uses chunking displaying
(checking remotename) (checking remotename)" for every chunk.

Also, some remotes displayed the message, and others did not, with no
consistency. It was originally displayed only when accessing remotes
that were expensive or might involve a password prompt, I think, but
nothing in the API said when to do it so it became an inconsistent mess.

Originally I thought fsck should always display it. But it only displays
in fsck --from remote, so the user knows the remote is being accessed,
so there is no reason to tell them it's accessing it over and over.

It was also possible for git-annex move to sometimes display it twice,
due to checking if content is present twice. But, the user of move
specifies --from/--to, so it does not need to display when it's
accessing the remote, as the user expects it to access the remote.

git-annex get might display it, but only if the remote also supports
hasKeyCheap, which is really only local git remotes, which didn't
display it always; and in any case nothing displayed it before hasKeyCheap,
which is checked first, so I don't think this needs to display it ever.

mirror is like move. And that's all the main places it would have been
displayed.

add thirdPartyPopulated interface
This is to support, eg a borg repo as a special remote, which is
populated not by running git-annex commands, but by using borg. Then
git-annex sync lists the content of the remote, learns which files are
annex objects, and treats those as present in the remote.

So, most of the import machinery is reused, to a new purpose. While
normally importtree maintains a remote tracking branch, this does not,
because the files stored in the remote are annex object files, not
user-visible filenames. But, internally, a git tree is still generated,
of the files on the remote that are annex objects. This tree is used
by retrieveExportWithContentIdentifier, etc. As with other import/export
remotes, that the tree is recorded in the export log, and gets grafted
into the git-annex branch.

importKey changed to be able to return Nothing, to indicate when an
ImportLocation is not an annex object and so should be skipped from
being included in the tree.

It did not seem to make sense to have git-annex import do this, since
from the user's perspective, it's not like other imports. So only
git-annex sync does it.

Note that, git-annex sync does not yet download objects from such
remotes that are preferred content. importKeys is run with
content downloading disabled, to avoid getting the content of all
objects. Perhaps what's needed is for seekSyncContent to be run with these
remotes, but I don't know if it will just work (in particular, it needs
to avoid trying to transfer objects to them), so I skipped that for now.

(Untested and unused as of yet.)

fix encryption of content to gcrypt and git-lfs
Fix serious regression in gcrypt and encrypted git-lfs remotes.
Since version 7.20200202.7, git-annex incorrectly stored content
on those remotes without encrypting it.

Problem was, Remote.Git enumerates all git remotes, including git-lfs
and gcrypt. It then dispatches to those. So, Remote.List used the
RemoteConfigParser from Remote.Git, instead of from git-lfs or gcrypt,
and that parser does not know about encryption fields, so did not
include them in the ParsedRemoteConfig. (Also didn't include other
fields specific to those remotes, perhaps chunking etc also didn't
get through.)

To fix, had to move RemoteConfig parsing down into the generate methods
of each remote, rather than doing it in Remote.List.

And a consequence of that was that ParsedRemoteConfig had to change to
include the RemoteConfig that got parsed, so that testremote can
generate a new remote based on an existing remote.

(I would have rather fixed this just inside Remote.Git, but that was not
practical, at least not w/o re-doing work that Remote.List already did.
Big ugly mostly mechanical patch seemed preferable to making git-annex
slower.)

81d402216d cache the serialization of a Key
This will speed up the common case where a Key is deserialized from
disk, but is then serialized to build eg, the path to the annex object.

Previously attempted in 4536c93bb2
and reverted in 96aba8eff7.
The problems mentioned in the latter commit are addressed now:

Read/Show of KeyData is backwards-compatible with Read/Show of Key from before
this change, so Types.Distribution will keep working.

The Eq instance is fixed.

Also, Key has smart constructors, avoiding needing to remember to update
the cached serialization.

Used git-annex benchmark:
  find is 7% faster
  whereis is 3% faster
get when all files are already present is 5% faster
Generally, the benchmarks are running 0.1 seconds faster per 2000 files,

add RemoteStateHandle
This solves the problem of sameas remotes trampling over per-remote
state. Used for:

* per-remote state, of course
* per-remote metadata, also of course
* per-remote content identifiers, because two remote implementations
could in theory generate the same content identifier for two different
  peices of content

While chunk logs are per-remote data, they don't use this, because the
number and size of chunks stored is a common property across sameas
remotes.

External special remote had a complication, where it was theoretically
possible for a remote to send SETSTATE or GETSTATE during INITREMOTE or
EXPORTSUPPORTED. Since the uuid of the remote is typically generate in
Remote.setup, it would only be possible to pass a Maybe
RemoteStateHandle into it, and it would otherwise have to construct its
own. Rather than go that route, I decided to send an ERROR in this case.
It seems unlikely that any existing external special remote will be
affected. They would have to make up a git-annex key, and set state for
some reason during INITREMOTE. I can imagine such a hack, but it doesn't
seem worth complicating the code in such an ugly way to support it.

Unfortunately, both TestRemote and Annex.Import needed the Remote
to have a new field added that holds its RemoteStateHandle.

update licenses from GPL to AGPL
This does not change the overall license of the git-annex program, which
was already AGPL due to a number of sources files being AGPL already.

Legally speaking, I'm adding a new license under which these files are
now available; I already released their current contents under the GPL
license. Now they're dual licensed GPL and AGPL. However, I intend
for all my future changes to these files to only be released under the
AGPL license, and I won't be tracking the dual licensing status, so I'm
simply changing the license statement to say it's AGPL.

(In some cases, others wrote parts of the code of a file and released it
under the GPL; but in all cases I have contributed a significant portion
of the code in each file and it's that code that is getting the AGPL
license; the GPL license of other contributors allows combining with
AGPL code.)

add API for exporting
Implemented so far for the directory special remote.

Several remotes don't make sense to export to. Regular Git remotes,
obviously, do not. Bup remotes almost certianly do not, since bup would
need to be used to extract the export; same store for Ddar. Web and
Bittorrent are download-only. GCrypt is always encrypted so exporting to
it would be pointless. There's probably no point complicating the Hook
remotes with exporting at this point. External, S3, Glacier, WebDAV,
Rsync, and possibly Tahoe should be modified to support export.

Thought about trying to reuse the storeKey/retrieveKeyFile/removeKey
interface, rather than adding a new interface. But, it seemed better to
keep it separate, to avoid a complicated interface that sometimes
encrypts/chunks key/value storage and sometimes users non-key/value
storage. Any common parts can be factored out.

Note that storeExport is not atomic.
doc/design/exporting_trees_to_special_remotes.mdwn has some things in
the "resuming exports" section that bear on this decision. Basically,
I don't think, at this time, that an atomic storeExport would help with
resuming, because exports are not key/value storage, and we can't be
sure that a partially uploaded file is the same content we're currently
trying to export.

Also, note that ExportLocation will always use unix path separators.
This is important, because users may export from a mix of windows and
unix, and it avoids complicating the API with path conversions,
and ensures that in such a mix, they always use the same locations for
exports.
