On Windows, that does not support long paths
https://github.com/jacobstanley/unix-compat/issues/56
Instead, use System.Directory.renamePath, which does support long paths.

Eliminated some dead code. In other cases, exported a currently unused
function, since it was a logical part of the API.
Of course this improves the API documentation. It may also sometimes
let ghc optimize code better, since it can know a function is internal
to a module.
364 modules still to go, according to
git grep -E 'module [A-Za-z.]+ where'
Fourth or fifth try at this and finally found a way to make it work.
Absurd amount of busy-work forced on me by change in cabal's behavior.
Split up Utility modules that need posix stuff out of ones used by
Setup. Various other hacks around inability for Setup to use anything
that ifdefs a use of unix.
Probably lost a full day of my life to this.
This is how build systems make their users hate them. Just saying.
Yes, this means that git annex webapp on windows execs git-annex, which
execs itself to set env, and the execs itself again to redirect logs.
This is disgusting. This is Windows(TM).
That's needed in files used to build the configure program.
For the other files, I'm keeping my __WINDOWS__ define, as I find that much easier to type.
I may search and replace it to use the mingw32_HOST_OS thing later.
This cannot completely guard against a runaway log event, and only runs
every hour anyway, but it should avoid most problems with very
long-running, active assistants using up too much space.
