work around msysgit very strange behavior on ./ or .\ at start of path
Seems that verify_path() rejects such a path on Windows, but I cannot see
why. Git bug?

get rid of __WINDOWS__, use mingw32_HOST_OS
The latter is harder for me to remember, but avoids build failures in code
used by the configure program.
