Revert "--json-exceptions"
This reverts commit a325524454.

Turns out this was predicated on an incorrect belief that json output
didn't already sometimes lack the "key" field. Since json output already
can when `giveup` was used, it seems unncessary to add a whole new
option for this.

--json-exceptions
Added a --json-exceptions option, which makes some exceptions be output in json.

The distinction is that --json-error-messages is for messages relating
to a particular ActionItem, while --json-exceptions is for messages that
are not, eg ones for a file that does not exist.

It's unfortunate that we need two switches with such a fine distinction
between them, but I'm worried about maintaining backwards compatability
in the json output, to avoid breaking anything that parses it, and this was
the way to make sure I didn't.

toplevelWarning is generally used for the latter kind of message. And
the other calls to toplevelWarning could be converted to showException. The
only possible gotcha is that if toplevelWarning is ever called after
starting acting on a file, it will add to the --json-error-messages of the
json displayed for that file and converting to showException would be a
behavior change. That seems unlikely, but I didn't convery everything to
avoid needing to satisfy myself it was not a concern.

split out common options to its own page and mention it on each subcommand page
Sometimes users would get confused because an option they were looking
for was not mentioned on a subcommand's man page, and they had not
noticed that the main git-annex man page had a list of common options.
This change lets each subcommand mention the common options, similarly
to how the matching options are handled.

export: Let concurrent transfers be done with -J or annex.jobs
Tested working, although I did find this bug in my testing, which also
afflicts sync -J to an export remote.

honor preferred content when importing
Importing from a special remote honors its preferred content too; unwanted
files are not imported. But, some preferred content expressions can't be
checked before files are imported, and trying to import with such an
expression will fail.

Tested this with scenarios including changing the preferred content
expression and making sure merging the import didn't delete files that were
no longer wanted.

There was one minor inefficiency mentioned in the todo that I punted on.

This includes a note about how include= and exclude= match when exporting
a subtree. I don't know if the note is prominent enough, but the
behavior seems unsurprising enough.

use disconnected history for import tracking branch
This avoids the first merge from it deleting all files in the current
branch, which was very surpring and unwanted behavior.

single configuration of tracking for both imports and exports.

sync: Warn when a remote's export is not updated to the current tree because export tracking is not configured.
Only display the warning when the current branch has a tree that is not
the same as the tree in the export.

Note that it doesn't check to see if the current tree is
in incompleteExportedTreeish; it might be worth checking that and reminding
the user about an incomplete export, but when export tracking is not
configured, they are probably not in the right clone of the repository to
resolve the incomplete export.

Support exporttree=yes for rsync special remotes.
Renaming is not supported; it might be possible to use --fuzzy to get rsync
to notice the file is being renamed, but that is a bit ..fuzzy.

On the other hand, interrupted transfers of an exported file are resumed,
since rsync is great at that. Had to adjust the exporttree docs, which
said interrupted transfers would restart.

Note that remove no longer makes the empty directory dummy, instead
sending the top-level empty directory. This works just as well and I
noticed the dummy was unncessary when refactoring it into removeGeneric.
Verified that behavior of remove is not changed, and git annex
testremote does pass.

export file renaming
This is seriously super hairy. It has to handle interrupted exports,
which may be resumed with the same or a different tree. It also has to
recover from export conflicts, which could cause the wrong content
to be renamed to a file.

I think this works, or is close to working. See the update to the design
for how it works.

This is definitely not optimal, in that it does more renames than are
necessary. It would probably be worth finding the keys that are really
renamed and only renaming those. But let's get the "simple" approach to
work first..

git annex get from exports
Straightforward enough, except for the needed belt-and-suspenders sanity
checks to avoid foot shooting due to exports not being key/value stores.

* Even when annex.verify=false, always verify from exports.
* Only get files from exports that use a backend that supports
  checksum verification.
* Never trust exports, even if the user says to, because then
  `git annex drop` would drop content if the export seemed to contain
  a copy.

implement exporttree=yes configuration
* Only export to remotes that were initialized to support it.
* Prevent storing key/value on export remotes.
* Prevent enabling exporttree=yes and encryption in the same remote.

SetupStage Enable was changed to take the old RemoteConfig.
This allowed only setting exporttree when initially setting up a
remote, and not configuring it later after stuff might already be stored
in the remote.

Went with =yes rather than =true for consistency with other parts of
git-annex. Changed docs accordingly.
