It seems to me that the real bug here is that somehow
"C:\Program Files\Git\cmd\git-annex-autostart.vbs" either
does not exist, or it fails to run it.
Does that file actually exist? It's supposed to be installed the same
as git-annex.exe gets installed, in the same directory.
