First, this feels like it is probably the same underlying cause as the
[report I recently opened][0]. However, it bisects to an earlier
commit and doesn't involve rsync, so I'm erring on the side of a
separate issue. And this probably comes down to a bad interaction
with an old openssh version, so like the other bug, it might not
really be worth looking into or fixing. On DataLad's end, we're
running into it because our Travis tests run on Xenial, which is LTS
until April 2021.

Here's a script that triggers the hang. It creates a Xenial-based
Docker image, pulling in the latest git-annex autobuild.

The openssh version in that container is OpenSSH_7.2p2. As with the
other bug report, replacing "FROM ubuntu:xenial" with "FROM
ubuntu:bionic" eliminates the stall. debian:jessie-slim also shows
the stall, but debian:stretch-slim doesn't, which places the
problematic openssh version before OpenSSH_7.4p1.
With the same demo.sh script in a Xenial VM, that bisects to 75059c9f3
(better error message when git config fails to parse remote config,
2020-01-22).
