I have tried this, in a couple of flavors, just to be sure (running from bash, sh, cmd, Anaconda prompt; with local, global configuration scopes of annex.alwayscommit=false) and I couldn't yet convince the computer to create only one instead of two commits with the [test script from Kyle](https://github.com/datalad/datalad/pull/5202#discussion_r536178860). But as both you and Kyle said its not a bug or problematic behavior, I also personally do not care much about it. :) If I ever stumble across any possible explanation or workaround for this, I'll comment here.

That makes sense, thanks for the discussion! I also don't know why I am seeing it on Windows only. Just as an FYI on the machines I have used: I have observed the behavior described in this issue on two different Windows machines, and all machines I have tried annex.alwayscommit=false and observed the expected behavior ran Debian (including in WSL2 on Windows 10).
