I have not been able to reproduce that. There is code that should prevent
`git-annex sync --content` from doing any work when there are not enough
other copies for a drop to succeed.
Here is my test:
joey@darkstar:/tmp/a>git config annex.numcopies 4
joey@darkstar:/tmp/a>git-annex wanted a2 'exclude=*'
wanted a2 ok
joey@darkstar:/tmp/a>git-annex whereis me
whereis me (4 copies)

joey@darkstar:/tmp/a>git-annex sync --content --no-pull --no-push

joey@darkstar:/tmp/a>git config annex.numcopies 3
joey@darkstar:/tmp/a>git-annex sync --content --no-pull --no-push
commit
On branch master
nothing to commit, working tree clean
ok
drop a2 me (locking a3...) (locking a4...) ok
(recording state in git...)
While `git-annex drop` does do excess work in this situation, I've
concluded that's ok because the user is explicitly asking it to try to
drop. But `git-annex sync` does not seem to do excess work when the drop
cannot succeed.

If you can show otherwise, please do...
