chore: remove native_mate (Part 1) (#20085)
* move Destroyable utilities out of native_mate

* do not set "destroy" in ObjectTemplateBuilder

* remove ObjectTemplateBuilder::MakeDestroyable

* do not pollute gin namespace

* add more comments

* remove hack of Arguments
