Upstream has introduced a PassKey to restrict who can call Layout()
directly. I've opted for calling `InvalidateLayout()` which is the
approach that upstream recommends.

If for some reason this approach doesn't work for us, we could use
`DeprecatedLayoutImmediately()` as a stopgap.

Subject: build: remove enterprise content analysis assert
Chromium is using enterprise content analysis, which is something
Electron is not concerned with. Remove this assert before building.
This patch can be removed when we decide how we want to handle
enterprise content analysis.
