refactor: make node Buffers more friendly to base::span / std::span (#46724) 
* refactor: add electron::Buffer namespace; move the Buffer as_byte_span() into it

* feat: add electron::Buffer::Copy()

a span-friendly version of node::Buffer::Copy()
