Rafael Masson 410078bb54 Use actual Chromium l10n_util list in locales.md
I’m not sure where the locale list from the [original commit](bbaab9b355) came from, but it clearly wasn’t copied from `l10n_util`. It was missing Spanish, Portuguese, Polish, Vietnamese, to name a few…

This commit overwrite the whole list with [`l10n_util` as-is](61cfc2b0a8/ui/base/l10n/l10n_util.cc (L41-L175)).

Please make sure that you use the documents that match your Electron version. The version number should be a part of the page URL. If it's not, you are probably using the documentation of a development branch which may contain API changes that are not compatible with your Electron version.
