refactor: reduce code duplication in gin_helper::Promise (#43716)

* refactor: move scope scaffolding into SettletScope

idea stolen from SpellCheckScope

* refactor: move impl of PromiseBase::RejectPromise() to the cc file

* chore: remove unused #include
