When destroying a context, it must already be shutdown, and this change enforces it with a new CHECK. We were overriding `BrowserContextKeyedServiceFactory::BrowserContextShutdown` with an empty implementation, which differed from the default implementation that notifies the `KeyedServiceFactory` that the context has shutdown.
