Subject: unix: remove uv__cloexec_ioctl() (#3515)

Now that uv__cloexec_fcntl() is simplified

||
|
(https://github.com/libuv/libuv/pull/3492), there is no benefit to

||
|
maintaining duplicate code paths for the same thing.
