Enable Roslyn crossgen on osx/linux
...
Also updates the runtime to 23502, which contains the crossgen
utility in the xplat runtime packages.

Change how paths to project references are resolved
...
- Removed project path resolution from ProjectModel
- Flow output path to transitive dependencies
- Don't copy project deps to output in publish or post compile
