* Move dotnet-sdk snaps from dotnet/runtime
Dotnet/runtime was the home of the snap files for both dotnet-runtime
dotnet dotnet-sdk snap files. Moving the dotnet-sdk snap files into
dotnet/installer next to the installers.
* Create CODEOWNERS
