Use Rest Api to upload to the feed
Add pulling logic to make sure it is uploaded to the feed.
Add retry logic for the whole upload process
Remove the old upload script

One place missing replacement of OsName => HostOsName. But the root cause is
$(HostOSName)' == 'ubuntu' OR '$(HostOSName)' == 'debian' is duplicated too
much.
Extract IsDebianBaseDistro for it
* Produce Debian 8 native package
Since Debian is a branch from Ubuntu threat them the same
Tested on Debian 8 VM
* fix file path
* Fix name field in Publish Deb packages
* publish debian 8 native to Azure
