* "openSUSE 43.2" should be "openSUSE 42.3"; fixing 'netci.groovy' command formation logic.
Upgrades to a newer docker version (18.03.1-ce) caused files created inside to be owned by root on alpine. It appears that the logic to set up the user in the container so that this doesn't happen was missing from alpine. While it's not clear why it worked before at all, the logic has been duplicated (tweaked for the alpine base image).
This change enables CLI build for Alpine 3.6 and also adds CI job for
it. It is mostly based on changes that were necessary to
enable building of rhel.6 CLI
This update fixes problem with git not supporting https protocol (which
wasn't affecting cli, but the other repos). The image now has a build of
CURL that supports file:// protocol and so I am removing the workaround
from the Dockerfile.
The new base docker image sets the LD_LIBRARY_PATH to /usr/local/lib
and the yum is not compatible with the special CURL version we build.
This change fixes that by clearing the LD_LIBRARY_PATH for the yum
command invocation.
Replace the base image with an updated one that now contains
clang 3.9 with PGO support and also the new git. So we don't
need to build it here anymore.

When running the CLI builds on the new build agents, the CentOS

Swapping the the "fakesystemd" package with the real "systemd" package
fixed the issue, which was recommended in http://stackoverflow.com/a/36632668.
This issue hasn't been seen on the official builds because the build
agents in that pool have the Docker image cached, and they are using an
older version of the centos:7.1.1503 image which appears not to have
this issue.
- Add libssl-dev dependency to DockerFile, because the package upgrade test still depend on this. It can be removed once a newer package without libssl-dev dependency is uploaded.
- Check pre-reqs in the package script.
- Added an option '--buildindocker <osname>' to build.sh
- Fixed bug which caused packaging to be skipped by default.
- Fixed bug which caused tarballs to be generated twice.
- Fixed bug to propagate build params(like debug, nopackage) to docker build.
