Refactor ScriptExecutor, add test cases for scriptexecutor.

Add TargetFramework and FullTargetFramework to compile and publish script
variables.

Add ProjectLocal Command Resolution Strategy.

Fixup ArgumentEscaper to not always quote things.

Fixes #1216
