enchilada/fajita: add back removed aports (MR 1272) (MR 1271) After removing packages and updating repos they can now be added back with fixed pkgvers :D This reverts commit 0004a7bac66e934a82224bf1523134d7b880f824.

device/community/sdm845: disable serial console (MR 3886) The UART console makes the boot process a whole lot slower due to printk being synchronous. These devices are well enough supported that we can disable UART logging by default to improve the boot speed. This constitutes a ~30 second speedup on the SHIFT6mq at 115200 baud.

soc-qcom-sdm845: encapsulate cellular specific stuff (MR 4047) The upcoming db845c doesn't have cellular modem capabilities, but still has wifi. Avoid installing modem related configs and services by default and only install it for devices that need it.

Also add the missing depends to add the GPU firmware to the initramfs so that osk-sdl works properly! Also enable logs and point them to UART, this will clean up the splash screen and let any developers with UART attached to debug the boot process.
