fairphone-fp4: add vulkan and haptics (MR 3262) Add udev rule to make feedbackd handle haptics. With mesa where A619 is supported (which isn't packaged in pmaports anyways but it's just one small patch that should go upstream in the near future) Vulkan works absolutely fine, so install the driver for it. [ci:skip-build] Already built successfuly on CI in MR
