It is not necessary and is over-complicated for IRQ_LOCOMO_KEY to
be a cascaded IRQ of IRQ_LOCOMO_KEY_BASE. Removed and introduced
locomokbd_{open,close} for masking/unmasking of the keyboard IRQ.
