FUJITA Tomonori	be54f9d1c8	x86: remove ifdef CONFIG_SWIOTLB in pci-dma.c ... As other IOMMUs do, this puts dummy pci_swiotlb_init() in swiotlb.h and remove ifdef CONFIG_SWIOTLB in pci-dma.c.
