mtd: introduce mtd_has_oob helper

Introduce 'mtd_has_oob()' helper for these purposes. Signed-off-by: Artem Bityutskiy <artem.bityutskiy@linux.intel.com> Signed-off-by: David Woodhouse <David.Woodhouse@intel.com>
