cpufreq/intel_pstate: Add static declarations to internal functions
Fixes warnings reported by kbuild test robot sparse warnings: (new ones prefixed by >>) drivers/cpufreq/intel_pstate.c:729:6: sparse: symbol 'copy_pid_params' was not declared.
